Need Watchfolders to be manageable by Console users that aren't admins. We can't grant full admins rights to everyone on Console

Right now we are relying on Watchflders that are managed by the command line because we can't let our staff have full admin rights on Console.
The Watchfolder tab isn't even visible in the Activity tab for basic users to monitor them.   Smaller companies may accept eveyone being admins, but we have audits that would make us lose our accreditation if we done this.    One of the reasons we need this to work is that we are replacing Pixmover and Signiant usage by Aspera.  We won't be able to do so completely if we don't have the same features they have right now with these other apps.  We can't use Smart Transfers, we don't want the console to be a possible break point.
