Have default transfer resume policy method configurable on HSTS/HSTE

One of our issues with Aspera transfers, on top of them failing more and more in the last year is when resuming a transfer it goes into "check full checksum" mode automatically. We would need a way to instead have a default setting of "check file attributes". This is something already available throught WatchFolders. We have this ability when managing WF in Console of selecting "Compare Fle attributes" instead of Full checksum or Spare Checksum. We have a lot of missed deadlines because first transfer fails, then resuming them takes a long time because it's behavior for resuming is compare full checksum. When having thousands of small files, or big GB or even TBs fiiles, this takes too long and they usually just use another application and don't return in using Aspera. Or they ship a hard drive, so we end up paying for our Aspera apps to still be shipping drives. Very frustrating to everyone.
