AoC Workspace Mgrs need to manage file share collaborators

In AoC Workspace managers should be able to change file share collaborators without node access keys. Right now only the owner of a file share can modify collaborators, or if you have a node access key.

Workspace managers should be able to manager most (if not all) aspects within a given workspace. That is the point of having that level of privilege to mange workspace members and app settings within the workspace.
