WorkspaceAdmins - Add none Org Users through Group View

Our Org has "Workspace privacyWhich users, groups, and contacts can workspace managers see" set to All in the organization. This allows Workspace managers to add users to the org and workspace through Admin > Workspaces > Their workspace > members. If they put in an email that doesn't exist they can add users their. But if they go to Admin > Groups and try to add a user not in the Org to a Group they can't add emails that are not in the Org. Can this be allowed?
