Need to able to send files as packages from different workspaces in Aspera on cloud

**Feature Enhancement Request: Enable Sending Packages Across Workspaces in Aspera on Cloud**  

Currently, IBM Aspera on Cloud allows users to send files as packages only within the same workspace. When using the **Upload from Files** option, the platform restricts visibility and access to files within the user’s current workspace. However, there is a growing need for the ability to send files as packages across different workspaces to improve flexibility and operational efficiency.  

### **Why This Feature is Important**  

1. **Facilitating Cross-Functional Collaboration**  
  Organizations often have teams working in separate workspaces but collaborating on shared projects. Allowing users to send files as packages across workspaces eliminates the need for duplicating files or performing multiple transfers, streamlining collaboration efforts.  

2. **Supporting Centralized File Distribution**  
  Many organizations maintain a central repository workspace where finalized files are stored. Having the ability to access and send these files as packages from other workspaces simplifies distribution and ensures a smoother workflow.

- A **workspace selector** within the “Upload from Files” dialog, allowing users to browse and select files from any workspace they are authorized to access.  
- Role-based access controls to ensure users only see workspaces and files they have permission to view.  
- A seamless and intuitive user interface that integrates this functionality without compromising system performance or security.  

This feature enhancement will make Aspera on Cloud more versatile and better suited to meet the collaboration needs of modern organizations. It will enable users to work efficiently across workspaces while maintaining data security and management integrity.
