Faspex 5 File processing - do not refuse entire package if one file doesn't pass file processing

We have currently file processing activated (OTFV via Aspera Orchestrator) on all uploaded packages to check that files are safe (no antivirus) and not blacklisted (some mime type are not allowed)

In Faspex 4, we were able to upload for example a package with 1'000 files, if one file was refused, only this file wasn't downloadable, the others 999 files where still downloadable

With Faspex 5, even if we still have file processing at file level (files are checked file by file and status is updated for a file and not entire package, if one file is refused, the entire package is not downloadable. It impacts our users as we have some packages containing more than 5'000 files and sometimes, this upload (and file processing activities) are almost for nothing as one wrong file will block everything
