aoc packages - enforce file system compatible package names

AoC packages can be automatically downloaded via various tools. In many cases the packages are downloaded into a folder based on the package name. 

So it would make sense to prevent users from creating packages with characters that are not allowed in the file system ie \ and / should not be allowed as valid characters in a package name.

That way there can be a 1:1 mapping between package name in AoC and downloaded package names. This simplifies automation, package to folder matching and more.
