expose 'cookie' in HSTS env_table for Lua scripts

Please add 'cookie' to the Lua env_table for HSTS (all event types).

The Aspera Connect TransferSpec [1] supports including a `cookie` value that is an arbitrary string that Connect (and ascp) users can use as a way of associating some custom information with  the transfer. That value was easily accessible as the COOKIE env var in the old-style prepost handler that could be invoked in HSTS up through version 4.0 [2].

In HSTS 4.4, which I wanted to upgrade to from 4.0, the prepost handler functionality has been removed. The replacement functionality is Lua scripting, and it exposes the info that was provided via environment variables to the old prepost handler as the `env_table`, which contains most of the variables (with lowercase names) that the prepost handler used to expose, but it does not contain `cookie` [3].

Please add it.
