Automation workflow - ability to forward packages via automation

Customers want to use Automation to forward a package sent to one Shared Inbox, to another.
There needs to be option to forward packages by automation in AoC

At this time the supported approach is to copy the package contents (files) and send them as a new package to the target Shared Inbox or recipient.

--- issue details.
Both Shared Inboxes have the same metadata form configured, and the same members/permissions.

The workflow is configured with "View As Admin" context.

Issue:

  1. There is no "Forward Package" option in the 'Send a Package' workflow step

    1. This means the Send a Package module needs to be fully configured, however:

  2. There is no 'Same as Trigger' option in the 'To' part of the Send a Package module config form either, so you are obliged to populate the Shared Inbox's metadata form again

    1. This is also not useful, since it isn't possible to use variables for any fields in the form except text fields
