AoC - Limit Concurrent Transfers Per User

Provide the ability to limit the number of concurrent transfers that an individual user can initiate.

The feature should allow administrators to configure a default concurrent transfer limit for all users, with the option to define user-specific limits if needed.

When a user reaches the configured limit, the system should either:

  • Display an error indicating that the maximum number of concurrent transfers has been reached, or

  • Automatically queue additional transfer requests until an active transfer completes.

This capability would help prevent individual users from consuming excessive transfer resources and improve overall system performance and fairness across users.
