Add feature for browser permission notifications

We have recently identified specific scenarios where the download button remains inactive in IBM Aspera Shares, even when the Aspera for Desktop application is actively running.

According to previous guidance from the IBM Aspera Support team, the download button in Shares only becomes active once the page successfully connects to the desktop app. The app listens on the local computer at 127.0.0.1 (port 33024), and the Shares page reaches out to it at this address to initiate and monitor transfers.

Consequently, we understand that this issue occurs under the following standard yet restrictive conditions:
* Browser Permission Restrictions (e.g., Google Chrome : Apps on device)
* Localhost Connection Blocks (due to internal corporate security policies)
* Port Conflicts (where port 33024 is already in use)

While the inactive button is a normal technical result of these environments, it frequently leads to user confusion. Therefore, to greatly enhance user convenience and streamline troubleshooting, we would like to formally request a new feature. Could you implement a built-in notification or diagnostic guidance feature within the Shares web application? Specifically, when Shares fails to connect to Aspera for Desktop due to the reasons mentioned above (permissions, localhost blocks, or port 33024 conflicts), it would be incredibly helpful if the system could alert the user with a specific guidance message (e.g., "Please check your browser permissions or port 33024 status").

We believe this enhancement would significantly improve the user experience and reduce basic support inquiries. Thank you for considering our request, and we look forward to your positive feedback.
