Display user defined Cluster queues on MQ Console Merged

The MQ Console on CP4I 2022.2.1 does not display the user defined cluster queues, we need this functionality so that the developers are able to PUT/GET messages to cluster queue(s) as part of pre-production testing. Additionally we would expect that it is able to preserve the german umlaut or norwegian (ÅØÆ) characters in the messages being PUT to the cluster queue(s).

How to implement this:

The MQ Console would have to run commands/trigger MQ APIs that is equivalent to running "dis ql(*) clusinfo" on an MQ QMGR.
