Thanks for sharing the references below. We have checked these before. This is exactly how the customer manages deployments. However, they want to manage their deployment over pipelines. So we need to access API's directly via CLI like we get products

Thank you for submitting this request for enhancement. We do have customer that use an automated deployment pipeline and create a 1:1 relationship between the Product and the API if they do not feel the need to provide any groupings.
In API Manager you can browse/search just APIs without having to start at the Products. Using the Global 'Search' in the side menu.
Here is the search view in the API Manager that is in the 'API' vs 'All' search filter. From that view you can use the overflow menu (three vertical dots) to see which Catalog that API was Published and in What Product(s).
In the Developer portal you of course can also search across the meta/data of Products and APIs.
