Support Streaming Queues (STREAMQ) on MQ Transmission Queues (XMITQ) Merged

Allow the STREAMQ attribute to be configured on MQ transmission queues (XMITQ).

Today, STREAMQ cannot be set on queues configured with USAGE(XMITQ), which limits the ability to use Streaming Queues for operational troubleshooting and debugging scenarios involving message transmission between queue managers.

Customers would like the ability to stream activity associated with transmission queues to improve operational visibility and problem determination in distributed MQ environments.

    We recognize that this is a valid requirement. However it doesn't fit with our delivery plans for the next year or so.
    As a result we are declining this idea. While declined the idea can still be voted, and commented, upon. We will retain this idea on our internal backlog for future consideration.
