Add support for OpenTelemetry Metrics to IBM MQ

The IBM MQ metrics samples that are available on GitHub here, https://github.com/ibm-messaging/mq-metric-samples/tree/master/cmd/mq_otel provide a sample for collecting metrics from IBM MQ and exporting them to the OpenTelemetry Collector. The OpenTelemetry Collector has the capability to forward or export the metrics to a visualisation and monitoring capture solution like Prometheus, but many vendor-supported solutions also have the capability to consume OpenTelemetry formatted metrics.

The requirement is for IBM MQ to provide a supported capability that will generate OpenTelemetry metrics that can then be sent to a vendor-supported visualisation and monitoring solution.
