Improve visibility of fixes under MQ CD (to be more like LTS) z/OS

When using MQ LTS, we can inspect SMPE holddata to learn if a fix is marked PE, and when HIPER PTFs become available.

When using MQ CD, we do not have this same visibility because PTFs for MQ CD are only made available to SMPE when new CD releases are published.  This means a customer using CD would be unaware of HIPER APARs and PE fixes in their environment for several months, while the LTS customer would be able to identify them much more quickly, assess the relevance to their environment, and decide whether to take any remedial action to mitigate the risk.

We understand that there is the capability to deploy a fix for a HIPER APAR under CD using a USERMOD by request to IBM Service. This Idea is requesting improvements to how the customer learns that the HIPER/PE even exists - they can't request something they don't know about.

Same for SEC/INT APARs.
