Policy catalog - "Transport" also needs to provide the condition feature as "Request Processing"

The Transport settings of the API are currently configured using Global policies, and in these Global policies, both HTTP and HTTPS protocols are enabled.
Within this structure, the following requirements must be supported:

In case of security issues, HTTP should be able to be withdrawn. Conversely, after enabling HTTPS, it should also be possible to additionally enable HTTP (with no changes to the existing URL).

At the application level, enabling and withdrawing HTTP and HTTPS must be supported (with no changes to the existing URL).

For example, if Resource A of the API is used by both Application B and Application C:
→ Application B should only be allowed to call via HTTPS.
→ Application C should be allowed to call via both HTTPS and HTTP.
