Event Streams Schema Registry: Make route customizable via operator to allow round-robin

The current schema registry route being automatically create is using "sticky" connections via the route meaning load is not distributed correctly to all replicas. The route currently is not customizable.

tiered storage support

certain topics live very long (I.e. for regulatory reasons) yet the old events get rarely read, it would be good to have a mechanism to have these older events moved to cheaper storage to reduce the cost of long lived topics.
