Allow specific group to access or view jobs owned by specific users only. The only option currently is per transfer paths. Add a more granular options to allow access per site, system account etc.

AoC- WS mgr able to reactivate users

Use case: Policy set in AoC to deactivate inactive users. WS managers would like to reactivate some users as needed. They are only WS mgrs, not full admins. Ability to, from the WS, reactivate a user.
