Mutual TLS upload certificate validation

As a bank we have different requirements for different products in regards to the mutual TLS certificate of the API consumer.

We would like to be able to differentiate between:
1. Type of certificate
2. Certificate Authority

The main reason for this is that we have stricter rules for PSD2 products than for commercial products. A PSD2 product needs to be called with a QWAC certificate issued by a limited group of CAs while the commercial products can be called with a EV SSL certificate issued by a broader group of CAs (that we trust).

Besides that we would like the upload of the certificate to fail when it is:
1. expired
2. revoked

The main reason for this is to enhance developer experience. Allowing them to upload invalid certificates will make their implementation more confusing further down the line.
