Dev Portal user should migrate existing subscription to a different plan of the same product via Self Service

We have many use cases, where a product has a single API but multiple plans, each of which has different quota and rate limit settings. If for an existing subscription API invocation numbers increase the quota of that plan, the consumer has to subscribe to a plan with a higher quota. To do this in dev portal he would first need to delete the existing subscription and then create a new one to the plan with a higher quota. This would lead to API invocation failures for the given application as the application will have no subscription for some transition time. This is not acceptable in a production environment so we would need a feature to migrate a single subscription to a new plan while successfully serving API calls. And this migration of a subscription has to be done in Dev Portal, not in API manager, as it is the consumer who decides to migrate to a different plan
