Ascp does not copy sub-second time modification timestamp

Issue: When ascp copies a file to destination, it drops the sub-second parts of the file modification time stamps. When another tool like Robocopy is run, it will think the file on the target is older (it is has 000000 as sub-seconds) and will transfer again. ASCP operates with one-second timestamp precision, so the observed behavior where the sub-second portion of the file modification timestamp is not preserved is expected.


We would like to preserve the sub-second/nanosecond timestamp precision in ascp.
