Connect Plugin to Adjust Target Rate to % of Available Bandwidth

To stop a LAN from being overran by Aspera Transfers. Please add a feature to the Connect Plugin to Adjust Target Rate to a % of available bandwidth. With this feature end users would be able to maximize available bandwidth by setting an aggressive target rate. Knowing that it will adjust down leaving a % available if other traffic saturates available bandwidth at any given time.

The goal is to have an end user (connect Plugin) who doesn't know anything about Aspera or even know the connect plugin is running with the transfer; not take all the LAN available bandwidth.

There is a general setting that can be applied to all transfers in Connect: Preferences > Bandwidth
    for a target rate.

The image below is of the transfer monitor window. You can interact with the graph in the screenshot and manually adjust the target rate (by clicking on the graph and dragging the transfer line up and down).

We are looking into a possible future feature which would enable one to set this as a default for all xfers in Connect.

We already have something like this. In the transfer monitor window, a user can change the rate policy for a particular transfer. By default, Connect shares bandwidth equally with all other traffic, but the user can still manually adjust the target rate.
