When configuring AS2 to AS4 - ebMS3 Settings in the B2B Partner Profile there is no option to choose the keyTransportAlgorithm for outbound security.
In this case Datapower always uses "http://www.w3.org/2001/04/xmlenc#rsa-1_5" while ENTSOG AS4 Standard imposes http://www.w3.org/2009/xmlenc11#rsa-oaep.
Datapower itself supports http://www.w3.org/2009/xmlenc11#rsa-oaep in both encrypt policy action and dp:encrypt-key extension

In our 10.5.0.3 LTS we added ability to specify the asymmetric key transport algorithm to encrypt outbound ebMS messages.
When you configure the destination for a B2B partner profile, you can specify the asymmetric key transport algorithm that encrypts outbound ebMS3 messages. During configuration, you can specify one of the following algorithms.
http://www.w3.org/2001/04/xmlenc#rsa-1_5
RSA Version 1.5 key transport identifier.
http://www.w3.org/2001/04/xmlenc#rsa-oaep-mgf1p
RSA-OAEP key transport identifier, including MGF1 with SHA1 mask generation function.
http://www.w3.org/2009/xmlenc11#rsa-oaep
RSA-OAEP key transport identifier and the algorithm for the mask generation function.
