Allow choice of keyTransportAlgorithm in B2B Partner Profile

When configuring AS2 to AS4 - ebMS3 Settings in the B2B Partner Profile there is no option to choose the keyTransportAlgorithm for outbound security.

In this case Datapower always uses "http://www.w3.org/2001/04/xmlenc#rsa-1_5" while ENTSOG AS4 Standard imposes http://www.w3.org/2009/xmlenc11#rsa-oaep.

Datapower itself supports http://www.w3.org/2009/xmlenc11#rsa-oaep in both encrypt policy action and dp:encrypt-key extension
(see e.g. https://www.ibm.com/support/knowledgecenter/en/SS9H2Y_7.7.0/com.ibm.dp.doc/action_encryptingsoapmessage_wssecurity_task.html) and https://www.ibm.com/support/knowledgecenter/SS9H2Y_7.7.0/com.ibm.dp.doc/encrypt-key_cryptographicfunction.html)

This RFE to be able to choose not only the message encryption algorithm but also the key encryption algorithm.

In our 10.5.0.3 LTS we added ability to specify the asymmetric key transport algorithm to encrypt outbound ebMS messages.

When you configure the destination for a B2B partner profile, you can specify the asymmetric key transport algorithm that encrypts outbound ebMS3 messages. During configuration, you can specify one of the following algorithms.

    http://www.w3.org/2001/04/xmlenc#rsa-1_5

RSA Version 1.5 key transport identifier.

    http://www.w3.org/2001/04/xmlenc#rsa-oaep-mgf1p

RSA-OAEP key transport identifier, including MGF1 with SHA1 mask generation function.

    http://www.w3.org/2009/xmlenc11#rsa-oaep

RSA-OAEP key transport identifier and the algorithm for the mask generation function.

Please let us know if this doesn't meet the use case explained in this Idea.
