IDG#3 NTP service log

DataPower Gateway issues requests to the first NTP server in the list. If this server is not available, the DataPower Gateway attempts to contact the next server in the list.
In this case, Data  Power Gateway does not log the error reason why the NTP server has to be changed form the first server to the second one.
A customer wants to know the reason for NTP server change. 

In addtion, we request to review and improve the current mechanism of switching from the first NTP server to the second NTP server.
Datapower sends a NTP request to the second NTP server when it doesn't get response from the first NTP server. But sometime Datapower gets a response from the first NTP server after it sends a NTP request to the second NTP server before it gets a response from the second NTP server. It seems to be too early to judge first NTP server be down.

    Control the duration to wait for a response from an NTP server: When you configure the NTP service, you can set the duration to wait for a response from an NTP server before trying the next server in the list” has been introduced in version 2018.4.1.9 (see here)
