Although that was raised specifically about the appliance, the general principle is the same. Integration with systems such as syslog can give centralised reporting.
The response to that RFE was:
"Writing error information to a queue is not practical - many times, error logs need to be written while the queue manager is not running, so no queue can be used. Instead, we recommend using the log target integration in the MQ appliance. See https://www.ibm.com/support/knowledgecenter/SS5K6E_9.2.0/com.ibm.mqa.doc/monitoring/logtarget_logs.htm This includes various mechanisms that handle the entire message as a single entity such as syslog."
