Readonly access to MQ Console on CP4I

We are running EUS version of MQ on CP4I 2020.4.1 (Common services Operator version is 3.6.5) on Openshift 4.6.42 on Azure cloud.

We require a way to configure Read-only access to MQ Console which seem to be missing. The login is facilitated by common services. We have some users who just wish to view the MQ Console Dashboard for monitoring and auditing purposes.

As of today, if a user that has "Viewer" or "Operator" role in IBM Cloud Pak Administrator Hub (https://cp-console.cpi.test.op.example.com/common-nav/identity-access/teams/) logs in, then the following error is thrown.

"Error 401: The requested access is not permitted for this user. For more information, contact your cluster administrator."

    Doing some work around security and role management in the console and cp4i that would relate to this request is something we are considering for a future MQ update.
