Ability to restrict access to channel auth records

Currently there is no way to restrict access to channel auth records. This means any user can view the records currently in place regardless of their user role.

This means that a read only user for example would be able to see the user names and how the auth record is configured for all other users including admin users.

We consider this kind if information as 'need to know' and it shouldn't be available to all users as a default.

It would be useful to have the ability to set an ACL using setmqaut on each channel auth record in the same way we would for a queue for example.
