ACE on CP4I must be able to use Proxy

We have been running ACE, MQ & API Connect on CP4I LTS release (and now on SC-2) on Openshift on Azure Cloud since 5 years now. 

We are testing a rollout of ACE on Single Node Openshift (SNO) on the autonomous factories. But the factories do not have access to internet, so a Proxy was configured cluster-wide but as per the below solution page and Redhat documentation, the user workload need to handle proxy within the application. However, in the case of ACE Operator this is not possible today, we investigated this through a PMR and even after setting proxy environment variables in the Operator subscription and also in the IntegrationRuntime yaml, it did not work.

This bug/lack of this feature is stopping the migration of traditional ACE instances that are deployed on RHEL VMs in 24 factories to SNO. This is a major milestone for us where we finally would meet our goal of a common container ecosystem (and CI/CD Pipelines for rollout) on Azure and the factories (which today have ACE Integration Node and Server deployed along with MQ).

Please ensure that the fix is implemented not just in the CD, but also in the current SC-2 (formerly called LTS) release.
