Extend OIDC integration / role mapping to allow a larger group within the enterprise viewer access to the EEM UI

Within the enterprise, we want to establish an Event Marketplace so that basically every user that is known to the customer's OIDC can access the EEM UI and browse the catalogs, to see the offering of events in the enterprise. We would still protect subscription / access credential creations by "Option Control Grant" so that only registered users can subscribe to events but actually anyone in the company should be able to see the catalog and then use the API to request access.

As we need to authorize the admin users via entitlements that are in a specific OIDC group and there is no "wildcard" in role binding for EEM authorization, we cannot implement this today but we actually have to ask each user that has some interest to see the event catalog to call the CoC so that they can set an entitlement in the OIDC management for that user. This is not an open catalog and might already hinder other projects from reusing our service.
