Create an RDQM environment for the MQ appliance

One major negative about running production applications on the MQ appliances is related to a SPLIT Brain scenario.  As currently there can only be 2 appliances in a MQ HA environment if there is false reading from one side of the HA environment it could trigger a queue manager to start up on both appliances. If there was 3 queue managers in the HA the risk of this would almost disappear.

    Implementing support for quorum on the MQ Appliance has been a consideration for a long time. There are various factors to consider, including the cost for customers to purchase additional appliances, how we would support quorum and the existing 2-appliance configurations in parallel without causing confusion or having complex externals. To date, quorum has not been prioritised because the existing 2-appliance solutions are acceptable to many of our customers. Other enhancements have been considered a higher priority.

    Based on our current priorities, it is unlikely that we will implement quorum support within the next 12 months.
