After the introduction of shared libraries in IIB V10 it is no longer possible to implement the Java singleton model in IIB.
This item proposes an enhancement to enable the Java singleton model in ACE.
Introduce a checkbox called "export jars" when creating a Shared Library.
By default this checkbox is "on" to expose all jars in a Shared Library.
However, when a Shared Library that contains a Java singleton, turn off the "export jars" checkbox.
The "Singleton" Shared Library can be inherited by any Application or Library.
But any Application or Shared Library that inherits from a "Singleton" Shared Library is not allowed to inherit from any other Shared Library.

Idea Review. As part of our policy for regularly reassessing aged ideas we have recently discussed this enhancement request again. Unfortunately on this occasion with the low interest from the community (2 votes in almost 4 years) it has been decided that we won't be taking this idea further forward as a business priority.
RFE Review. Thank you for taking the time to raise this RFE and apologies it has been in Submitted status for so long. We note that whilst it is true that the product does not have the option for deployment of a JAR file through the BAR file and have it visible everywhere, users do still have the provision of making java accessible through a server-wide classloader. The product could be enhanced to make shared libraries the vehicle for deploying this kind of accessible java in a fashion which is available server-wide, but we would need to make this a new non-default option which could also bring with it some other new restrictions in terms of how this particular shared library should interact compared to shared libraries without the setting. We'll look out for any suggestions for potential externals which the user community might like to see applied to make this clear to users. Meanwhile, the status of the RFE is updated to Uncommitted Candidate.
